Research for the Australian Energy Regulator on Options to Improve Econometric Benchmarking of Electricity Networks
In 2025, Quantonomics, with Professor Valentin Zelenyuk of the University of Queensland, produced the report ‘Electricity Distribution Benchmarking Opex Model Development’ for the Australian Energy Regulator. This study explored potential refinements to the econometric opex benchmarking models that could improve their performance. Advice on European Electricity and Gas Benchmarking from ACM
From 2022 to 2024, Quantonomics provided advice to the Authority for Consumers and Markets (ACM) in the Netherlands relating to the ‘TCB21’ Europe-wide benchmarking of electricity and gas transmission businesses by the Council of European Economic Regulators (CEER). Our advice addressed issues in consultation documents, proposed methods and interpretations of findings.
Benchmarking Gas Networks for ATCO
In 2023 Quantonomics was engaged by ATCO Gas Australia to carry out a productivity benchmarking study of its Western Australian gas distribution network operations against other Australian and New Zealand gas networks. This was used in ATCO’s 2023 regulatory submission to the Economic Regulatory Authority. Our report is available here.
Benchmarking Electricity Networks for the Australian Energy Regulator
Quantonomics has produced economic benchmarking studies of Australian electricity distribution and transmission network service providers as part of the Australian Energy Regulator’s annual benchmarking from 2022 to 2025. The 2025 reports for distribution and transmission are available here.
Australia Post’s Corporate and Reserved Services Total Factor Productivity
Quantonomics carried out a study of Australia Post’s total factor productivity and an econometric analysis of delivery (available here) centre cost elasticities to accompany Australia Post’s 2022 submission (available here) on post charges to the Australian Competition and Consumer Commission. Another benchmarking study was carried out in 2023 (available here).
Icon Water Operating Expenditure Benchmarking
Quantonomics carried out a benchmarking study of Australian urban water businesses for Icon Water to accompany it s 2022 regulatory pricing submission to the Independent Competition and Regulatory Commission of the ACT (available here).

25 September 2024: Quantonomics has been appointed to the Commonwealth Government’s Management Advisory Services panel (Financial & Economic Analysis).
27 August 2025: Quantonomics has been appointed to the Victorian Government’s Professional Advisory Services panel (Economic Advisory Services).
